Terms of Service

Effective date: August 25, 2026

This Terms of Service (hereinafter — the "Agreement") governs the relationship between the Administration of the "AnonApp" mobile application (hereinafter — the "App") and You (hereinafter — the "User"). The App is available for use in various countries around the world, however its Administration is located and operates in the territory of the Russian Federation.

ATTENTION: By using the App, you confirm that you have carefully read, fully understood, and unconditionally accept all terms of this Agreement. If you do not agree with any provision, you must immediately delete the App and cease using it.

1. General Provisions and App Status

1.1. The App provides Users with a technical capability for anonymous exchange of text messages and media files with other random users (hereinafter — the "Service"). The Service is available to users worldwide, unless it conflicts with the legislation of their country of residence.

1.2. The relationship between the Parties under this Agreement is governed by the legislation of the Russian Federation (Civil Code of the RF, Federal Law "On Information, Information Technologies and Information Protection" No. 149-FZ, Federal Law "On Personal Data" No. 152-FZ), unless otherwise established by mandatory norms of the law of the country in which the User uses the Service.

1.3. The Administration informs the User that, for the purpose of complying with Russian legislation and the technical implementation of the Service, User data (including technical logs) may be collected, stored, and processed on servers located in the territory of the Russian Federation. By using the Service, a User located outside the RF gives explicit consent to the cross-border transfer of their data to the RF and its processing in accordance with this Agreement.

1.4. The Administration has the right to unilaterally change the terms of this Agreement. The new version takes effect from the moment of its publication in the App or on the website, unless otherwise provided by the new version. Continued use of the Service after changes are made constitutes the User's consent to such changes.

2. Registration, Age and User Guarantees

2.1. Age restriction. Use of the Service is permitted exclusively to persons who have reached 18 years of age. If the legislation of the country where the User is located establishes a higher age threshold for using such services, the User undertakes to comply with it. By registering or starting to use the Service, the User gives a legally binding assurance (guarantee) that they have reached the required age.

2.2. The Administration has the right to request age confirmation (verification) at any time and block access without explanation if it has doubts about the reliability of the provided information.

2.3. Use of the Service is permitted without providing real personal data (anonymously). The User bears all risks associated with disclosing their personal data to third parties during communication.

2.4. Prohibition of unlawful activity. It is prohibited to use the App for actions that violate the legislation of the RF or the User's country of residence, including but not limited to: organizing illegal gatherings, distributing extremist materials, promoting drugs, calls for terrorism, violation of copyright and related rights, disclosure of state or commercial secrets.

3. User Rights and Obligations (Prohibited Content)

3.1. The User bears full sole responsibility (including criminal, administrative, and civil liability) for the content of transmitted messages, photos, videos, and other materials in accordance with applicable law.

3.2. The User is strictly prohibited from using the Service for:

  • 3.2.1. Propaganda of war, incitement of national, racial, or religious hatred, as well as distribution of materials recognized as extremist or terrorist in any jurisdiction.
  • 3.2.2. Distribution of pornography (including child pornography), information about manufacturing/consuming drugs, methods of suicide or causing harm to health.
  • 3.2.3. Distribution of personal data of third parties without their consent, which may violate applicable data protection legislation (including GDPR, CCPA, and similar acts).
  • 3.2.4. Insulting honor and dignity, defamation, threats, stalking, or discrimination on any basis.
  • 3.2.5. Actions related to sexual violence and exploitation of children (CSAE/CSAM). Detailed conditions are set out in Section 7 of this Agreement.
  • 3.2.6. Mass mailings (spam), phishing, fraud (including financial pyramids), or misleading interlocutors.
  • 3.2.7. Impersonating a government representative, Service administration, or another person.
  • 3.2.8. Circumventing technical restrictions (blocks) using VPN, Proxy, or other anonymization tools, if this conflicts with the current legislation of the User's country of residence or the terms of use of app stores.
  • 3.2.9. Uploading or transmitting malicious software, viruses, trojans.

4. Administration Rights and Disclaimer

4.1. The Service is provided on an "as is" basis. The Administration does not guarantee that the Service will meet the User's expectations, operate without interruption, or be safe from the actions of third parties.

4.2. Disclaimer for content. The Administration is an information intermediary and does not initiate the transmission of content, does not select recipients, and does not influence the content of messages (in accordance with Art. 10.1 of 149-FZ and similar principles in other jurisdictions). The Administration is not responsible for statements, images, or actions of Users.

4.3. The Administration reserves the right to unilaterally:

  • Remove any content without prior notice.
  • Restrict, suspend, or block the User's access to the Service (or individual features) without explanation and without refund of paid amounts (if applicable).
  • Transfer information about Users and the content of their correspondence to law enforcement agencies upon an official motivated request in accordance with applicable law (including requests from other countries, if formalized under international treaties).

4.4. The User understands and agrees that interlocutors are selected randomly, their behavior is unpredictable, and assumes all risks of interaction with them.

5. Data Storage and Confidentiality

5.1. For the functioning of the Service, the Administration collects technical data: IP address, device model, OS version, session start and end times, as well as connection logs. Cookies and similar technologies may also be collected.

5.2. Chat storage. Despite the "anonymity" mode, the technical implementation of the Service may involve temporary storage of chat logs on servers to ensure technical message delivery. The Administration has the right to access the User's correspondence exclusively in the following cases:

  • Upon request from authorized government agencies (in accordance with RF legislation or other applicable laws);
  • Upon automatic triggering of prohibited content monitoring systems (CSAM/CSAE, terrorism);
  • For troubleshooting technical issues.

5.3. The App may use automated content filtering and moderation systems to detect illegal materials.

5.4. A User located in the European Economic Area or other jurisdictions with special data protection requirements is notified that their data may be processed outside their country (in the RF) and that the level of data protection may differ from that established in their country. By using the Service, the User gives explicit consent to such processing.

6. Liability of the Parties

6.1. The Administration is not liable for direct or indirect damages, lost profits, moral damage, harm to health or property, arising from the use or inability to use the Service.

6.2. The User agrees that the Administration is not obliged to perform preliminary moderation of all messages in real time.

6.3. In the event of claims, lawsuits, or fines against the Administration from third parties or government agencies (including agencies of other countries), arising from the User's violation of this Agreement or applicable law, the User undertakes to reimburse the Administration for all incurred losses and expenses in full (including legal costs and legal fees).

6.4. For violation of the terms of this Agreement, the User may be held administratively, criminally, or civilly liable under the legislation of the RF or their country of residence.

7. Zero Tolerance Policy for CSAM/CSAE (Child Safety)

7.1. The App adheres to a policy of absolute zero tolerance toward any forms of child sexual abuse and exploitation (Child Sexual Abuse Material / Child Sexual Abuse and Exploitation) in accordance with international standards.

7.2. It is prohibited: to create, publish, send, store, distribute, request, or link to any materials depicting or describing sexualized actions involving minors, as well as to engage in correspondence for the purpose of grooming (inducing sexual acts).

7.3. Upon detection of suspicious activity, the Administration has the right to:

  • Immediately block the account and remove content without notification;
  • Preserve all evidence (logs, IP, files);
  • Transfer information to law enforcement agencies of the Russian Federation, as well as to international organizations (e.g., NCMEC) or competent authorities of the country where the violator is presumably located.

7.4. Reporting Violations

To report violations, use the built-in complaint feature or write to mosbar81@proton.me. The response time for legally significant appeals is up to 30 days, unless otherwise provided by law.

8. Final Provisions and Dispute Resolution

8.1. This Agreement is governed by and construed in accordance with the legislation of the Russian Federation. The invalidity of any provision of this Agreement by a court does not entail the invalidity of the remaining provisions.

8.2. All disputes and disagreements are resolved in accordance with the procedural legislation of the RF in the court at the location of the Administration, except where directly prohibited by mandatory norms of the User's country's law.
